1. Many times birth registration of parents is not available to register within 45 days of birth or later, what to do?
According to the Registration of Births and Deaths Act 2004 birth registration is compulsory for all (Sections 5(1), 6A and 8(1)). If anyone does not obey this law, he will be considered as a violator of the law and can be punished with a fine of up to 5000 rupees. Moreover, birth certificate is now required in 19 cases including school admission, employment, passport, national identity card. Again, no person's death can be registered without birth registration. Inheritance cannot be confirmed if the death is not registered.
If the matter is explained in this way, the concerned person will be interested in birth registration. Parent birth registration is relatively easy with child birth registration. Because the information/records required for birth registration of the child can be easily registered only by adding the age proof record (Education certificate or NID with investigation as per Section 7(1) of the Act) of the parents. The issue can be seen as an 'opportunity' rather than a problem.
Moreover, 'Family Tree' is an internationally accepted best practice for clean birth and death registration databases. Bangladesh has adopted it. In this method, a family structure is created by linking the child's birth registration with the parent's birth registration number, so that the number of children the parents have and their serial numbers are known. This ensures inheritance and prevents the tendency to unethically change age or other information. This method will be helpful in preparing 'Population Register' in Bangladesh in future. In this context, the citizen should get the registration by explaining the matter well and providing the necessary assistance.
2. What to do about manual birth registrations, which are not yet online?
Manual birth registrations have been timed many times for inclusion online. All these offline birth registrations now have no chance of inclusion online with the exact same birth registration number. If the information of the certificate is found in the book kept in the office where the handwritten birth registration was done, the registrar will register online directly with the information of the handwritten certificate unless the birth has been registered elsewhere. But the birth registration number will change. However, there will be no loss or inconvenience to the concerned citizen.
3. What to do if any information modified in previous software is not available in BDRIS software?
A detailed list of all these corrections will be updated if any previously corrected information is not available in the BDRIS software by sending it to the office of the Registrar General through the Executive Officer/DDLG.
4. How will the earlier birth and death registrations which are only in Bengali be done in English?
Any addition or omission of information to the Software shall be deemed a modification. Registration was first required to be done in both languages. Since it is not in English, if it is to be added now, it will also be considered as an amendment and it will have to be amended as per Rule 15 of the Registration of Births and Deaths Rules, 2018.
5. How to register the birth of twins?
In case of birth registration of twins, first one by one application should be submitted online and then registration should be done according to proper rules. (Collapse of one registration will result in difficulty in submitting the other application online.)
6. How to increase birth registration number less than 17 digits to 17 digits?
If the birth registration number is less than 17 digits, the certificate containing the 17 digit birth registration number can be obtained by submitting the old certificate to the concerned registrar's office. Citizen's own mobile number has to be used in this case as in all levels of registration.
7. Can a married woman register her birth at her husband's home address and write her husband's name in the certificate if it has not been registered before?
As per Section 4 of the Act, delayed birth registration of a married woman can be done at her husband's permanent address, if not previously registered. He can also register at his place of birth address if he wants. In the case of birth registration, the name of the father and mother must be written, there is no opportunity to write the name of the husband.
8. Does the registered person have to give the certificate in both Bengali and English language?
Yes! The certificate must be issued in both languages compulsorily. At the time of accepting the application form, it should be carefully checked whether the birth information is available in both Bengali and English languages.
9. Can the mobile phone number of anyone other than the registered person or his parents-guardian be used during the application for birth-death registration or correction of information?
As the matter is related to personal information, the mobile phone number of the registered person or his/her parent/guardian should be given in this case. With this, it will be more convenient to give the email number (if any) of any of them. Based on the idea that the number of family members may be 5, the software has provided a maximum of 5 family members to use one mobile phone number. If a phone number is used in more than 5 registrations, no trace of those registrations will be found at a later time.
If the family does not have a mobile phone or if the number of members is more than the capacity of the mobile phone, then the phone number of the person under registration or his/her parent/guardian can be used with the consent of his/her close person. In such cases, under no circumstances use the personal phone number of any official or employee of the registration office
